Sanjoy urges youth to shoulder responsibility for vibrant Arunachal

AALO, Jan 16: The five-
“Let this festival serve as platform for cultural integration and spread the message of unity, integrity, brotherhood and peace among youth, MP Takam Sanjoy said after declaring the festival open in presence of thousands of revelers and dignitaries.
Addressing the huge gathering on the occasion, Sanjoy called upon the youth to shoulder the greater responsibility of making a vibrant and developed Arunachal Pradesh. Stating that the youths are more prone to unwanted activities in this modern era of information technology, the MP stressed on organizing more such programmes involving the youths and conducting seminars etc. on educative subjects. He called for larger participation of youth in such festivals to foster unity and brotherhood among them.
Having highest number of intellectuals, Sanjoy felt, West Siang district had a lead role to play for others.
Pointing out the security scenario of the North East, particularly Arunachal Pradesh, Sanjoy said that reported infiltration of Maoist in the jungle of Arunachal Pradesh and terrorism movement in neighbouring state have created concern. If the security scenario, particularly in context of Arunachal Pradesh is not scrutinized, national security will come into question, he said.
The MP, who was visibly annoyed with the denial of visa to Arunachalee sportspersons and recent denial of visa to Arunachalee officer by Chinese authority, said “it was bottleneck to the young and talented people of Arunachal Pradesh.”
Sanjoy disclosed that being the Member of Parliamentary Standing Committee on External Affairs, he had raised all the issues pertaining to Arunachal’s security in the recently held committee meeting. He further informed that the Parliament is going to take the issues of Arunachal on19th and 20th of this month. Sanjoy also highlighted the steps being taken for construction of Trans Arunachal Highway in the state. The MP hoped that Arunachal will become power house of the world if its 65,000 MW hydro power potential is harnessed in proper way.
Sanjoy assured the festival organizing committee to contribute Rs 10 lakh for grand celebration of the festival in the coming year.
In his address, C C Singpho, Parliamentary Secretary, Information Technology and Finance, gave emphasis on development of tourism sector and said that tourism has become major industry in the world which generates large number of employment opportunities. Describing the scenic beauty of Mechuka, which is often called as Switzerland of Arunachal Pradesh, and tourist spots like Malinithan, Singpho called upon the authorities to take bold step to woo more tourists in this district.
Singpho, however, stressed on showing hospitality towards visiting tourists by local people and improving their behavior in order to attract more tourists. “Thailand attracts large number of tourists in the world because of tourist friendly behavior and hospitality towards the visiting tourists by the people of that country,” Singpho noted.
Earlier, Singpho, along with other dignitaries inaugurated the exhibition stalls of the festival.
A massive display of Ponung dance by 42 troupes attired in gales of varied colours including Tapu war dance marked the start of the mega festival.
West Kameng deputy commissioner Amjad Tak, Parliamentary Secretary, Home, Geology and Mining, Gadam Ete, who is also chief patron of the festival, event manager M Loyi also spoke on the occasion.
A host of dignitaries including P D Sona, Parliamentary secretary, tourism, MLAs Takam Tagar, Markio Tada, East Kameng DC Tope Bam, WRD Secretary Gaken Ete and Govt officers were also present in the opening ceremony.
Cleanliness drive by student volunteers
PASIGHAT, Jan 16: The All East Siang District Student Union (AESDSU) along with the students of IGJ Hr. Sec. School, Pasighat and the members of Pasighat Market Association (PMA) conducted a cleanliness drive in the main market area including fish and meat markets.
The student volunteers cleared garbage and swept the entire area and also donated 21 dustbins to the market authorities.
Tageng Nyitan, David Gao and Gige Pertin the president, general secretary and organizing secretary respectively of AESDSU said it was a contribution to the society from the students. Tobom Dai, Spokesperson AAPSU, who also actively participated in the cleanliness drive to motivate the students said, “Cleanliness is an important aspect to healthy living and the types of illnesses found in the society are reflection of dirtiness.
SC Debnath, ADC, while visiting, the students unions urged to rearrange or to shift the meat market immediately to keep the city clean.
Local MLA and present Education Minister Bosiram Siram stationed at Delhi, appreciated the effort put in by all volunteers involved in the drive and said that the onus of keeping the township neat and clean is on every individual of Pasighat.

Gamlin urges society to promote social values
ITANAGAR, Jan 16: The Lobom Welfare Society (LWS) celebrated its 37th Year of Formation cum 6th Annual Lobom Day and erection of Ato Lobom Statue at Kamba amidst much fanfare and gaiety on January 15.
Former Chief Minister Jarbom Gamlin unveiled the Ato Lobom statue amidst huge gathering of members of the society as well as invitees from all over the state.
Gamin said that it is always important to delve into ones history and literature to promote rich social values among the clan members.
He stressed on preservation and promotion of art and culture, history, genealogy of Lobom clan and emphasized the need for child education of the area so that upcoming generation can handle the social responsibility.
Nyiken Lollen, ADC Kamba, urged the members of the society to make the annual platform to build mutual trust and brotherhood among clan members and keep the sanctity of the great legend through annual maintenance. Mijum Lona was felicitated on the occasion in recognition of his contribution towards folklores and anthem for the society.

ITANAGAR, Jan 16: Boken Ete: An Odyssey, a biography of former MLA, was released by West Siang deputy commissioner Amjad Tak at Aalo yesterday.
The biography written in English by his grandson Lijum Ete, Circle Officer, Darak has been edited by his son Kenjom Ete, Chief Engineer, PWD (D&P).
Ete, who is nearing 100 years of age, speaking at the occasion said that “We must give importance to education and preserve our way of life and live harmoniously with each other for a better future”.
Born to Lt.Kigam and Mima Ete in or around 1915 in Bene village of present West Siang district, Boken Ete is a living legend of Siang belt.
He joined Govt. service as ALC in 1944 and retired as Political Assistant in 1977. He went on to win the 1978 Legislative Assembly election from 16th Along South Constituency.
Ete was instrumental in establishment of RKM School at Aalo in 1966 and VKV Jirdin
in 1980. He was the main leader who led the villagers of various villages during
the construction of Along-
He helped in strengthening the Keba system. Besides, he was responsible for popularising WRC in 1960s, worked for end of slavery system in late 1950s, was decorated with Assam Governor Award for his tireless relief work during great earthquake of 1950. Apart from Parliament Secretary Tourism Pasang Dorjee Sona and Secretary WRD Gaken Ete and alumni of Ramakrishna Mission School Aalo also attended the programme.
Deputy commissioner Tak stressed that govt. must emphasise on recording the life history of local legends like Boken Ete which will inspire people to do good things. Moreover, many from the audience even desired that during his life time a statue of Ete must be installed in a central located place at Aalo town; a town which has seen its light of day due to his endeavour.
Sena visits Lohit and Changlang
ITANAGAR, Jan 16: Agriculture, Horticulture & Veterinary and Animal Husbandry Minister Setong Sena visited Lohit and Changlang Districts recently.
During his tour to Mahadevpur, Lathao, Chongkam, Nampong of Lohit district, he visited backyard poultry farm, pig breeding farm and orange orchards and interacted with the farmers. He said that he was visiting these areas to see the ground realities so that he can place the problem and prospects of the farmers to the govt. in a convincing way.

He called upon the public servants and bureaucracy of today to follow the example of great philosopher and administrator of ancient India Chanakya, who said that "the governance policy of the Govt. should be like as the sun which extracts water without reducing their amount and repays more in the form of rains falls, the ruler should also deliver goods to its people in similar manner".
The biggest drawback in our service delivery system affecting our state today was the "absenteeism of staff and absence of proper supervision of senior officers as well as lack of sincerity towards one's work in most of the cases”, Lowangdong observed.

Govt urged to advertise all posts
ITANAGAR, Jan 16: A public meeting to discuss the disparity in the recruitment process of civil police for Tirap and Changlang district was organized jointly by All Changlang District Students Union and All Tutsa Students Union, Changlang at DIET auditorium, Changlang today
The meeting after a threadbare discussion on the issue, urged the Minister, MLAs of Changlang and Tirap districts to clarify the disparity and irregularity in the recruitment process to the public.
Claiming that of the total 1949 declared posts sanctioned exclusively for Tirap and Changlang district only 1349 posts have been advertised so far and rest 600 are yet be to advertised, the meeting sought clarification from the authority in this regard and demanded early advertisement of the remaining posts.
The meeting further stated that since the special recruitment drive was exclusively for Tirap and Changlang district, all categories of posts should be reserved for the two districts.
The meeting decided to call 12 hour Tirap and Changlang bandh on January 18, if the govt fails to fulfill the demands.

India, China begin talks on border issue
New Delhi, Jan 16: India and China today began talks to put in place a mechanism for management of the border between the two nations, an issue that has been an irritant in bilateral relations.
National Security Adviser Shivshankar Menon led the Indian team at the 15th round of the Special Representatives meeting with the Chinese delegation led by State Councillor Dai Bingguo here.
The meeting was to be held in November last year but had to be postponed after China protested Tibetan spiritual leader the Dalai Lama's participation in the Global Buddhist Congregation in the capital around the time of the talks. India had then rejected China's demand for cancellation of the Congregation leading to the postponement of the talks.
Dai and Menon are expected to discuss putting in place a mechanism for border management mooted by Chinese Premier Wen Jiabao during his visit to India in 2010.
A decision to set up the mechanism was taken at a meeting Wen had with Prime Minister Manmohan Singh at Sanya in April 2011.
Recently, Menon had termed the boundary question as a "difficult issue" that has remained unsolved.
"On the settlement itself, we are in the second stage of the three stage process of agreeing principles, a framework and finally a boundary line," he had said.

The second and the third stages are the "hardest" part of the negotiations and efforts are underway to conclude these," sources had said.

ITANAGAR, Jan 16: Four Arunachal Pradesh Civil Service officers have been inducted to the Indian Administrative Service, (IAS) AGMUT Cadre on January 11, who include Jokey Angu, APCS (1985), Talem Tapok, APCS (1985), Nani Mali, APCS (1978) and Onit Panyang, APCS (1992). Meanwhile, Arunachal Pradesh Civil Service Officers’ Association (APCSOA) has welcomed their induction and termed it as recognition of their achievement for the development of the state and the nation as a whole.
Army comes to rescue
ITANAGAR, Jan 16: A recovery team from HQ 40 Mountain Brigade of 71 Inf Div rescued a vehicle (Tata 403) after it slipped down the slope near Lower Gompa at the height of 9000 feet on January 13. The vehicle was suspended in mid air with the rear wheels stuck to the rocks. At the request of the owner, the precariously positioned vehicle was salvaged by the recovery team.
This effort of the Army in saving the prized asset which is a source of livelihood in such tough regions was much appreciated by the civilians who gathered to watch the recovery effort, said a release. In past six month, Army helped recover three vehicles including one at Jung where the vehicle had actually gone down the mountain slope. The prompt response of Army resulted in securing precious human and material resources of the civil population.
AASSATA appeals for salary and arrear
ITANAGAR, Jan 16: All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA), in a letter to Education Minister today appealed for release of SSA Teacher’s enhanced salary along with six months arrears before January 26 and regularization of SSA teachers of 2003 batch at one go.
The association threatened to launch indefinite movement if their demands are not fulfilled within the stipulated time.

Dabii holds coord meeting with DC, HoDs of Lower Subansiri
ZIRO, Jan 16: A brief coordination meeting was held between Advisor to Chief Minister Tako Dabii with Lower Subansiri Deputy Commissioner Nila Mohanan and HoDs at DC’s Chamber here today.

ITANAGAR, Jan 16: Border Student Union, East Siang unit, in a consultative meeting today at Pasighat appealed to the various organizations of neighboring Assam to develop good relationship with the associations/unions of Arunachal.
The meeting condemned the frequent economic blockage and bandh calls by various organizations in Assam particularly in NH 52. It said that such bandh calls in neighboring state disrupt the movement of Arunachal people and developmental activities.
It also appealed to the elected representatives of both the states to resolve such problems amicably through dialogues.

Fire and picnic
Dear Editor,
Apropos to the letter “What an Irony” by one M Mamai, Changlang published in Readers’ Forum on Jan 10, we would like to clarify and let Mamai know the truth.
After the fire broke out at Changlang, the prompt gesture of the local MLA is appreciable.
The MLA contributed to the fire victims as per his capacity. If Mamai has contributed something for the fire victims, he should let us know instead of questioning the MLA’s contribution and terming it meager.
Secondly, regarding New Year Picnic, we would like to clarify that it was jointly organized by the District Administration and other works department at their level.
The whole process of management & invitations was monitored by the District Administration. MLA being a local representative was invited. He has not contributed Rs 2 to 3 Lakhs for the picnic as alleged by Mamai.
This is purely an attempt to create misunderstanding among Officers and publics and is politically motivated.

up a Krishi Vigyan Kendra office in Kamba so that the local farmers are equipped

A few weeks back one Dr T Linke highlighted about in service PG exams in health department. I fully support his views and opinions. Intended candidate must fulfill the laid down service rules and guidelines. He/she must complete five years service with 3 years compulsory rural and 2 years urban service.
I request the selection board to follow the service guidelines while selecting the candidates so that there are no disputes and any legal complications within the department later.

Law and justice should prevail upon equally for all
Dear Editor,
Once again, I would like to express my views with respect to the response given by Tumme Ammo, Superintendent of Police (SP), Changlang Police titled "Motivated and baseless allegation against Changlang police" dated 11/01/12 in the Readers Forum section of your esteemed daily. I would like to express my appreciation of the claims made by the SP, Changlang Police with respect to the handling of the situation and bringing it under control. Its true that one should maintain law and order. But in the case of emergency situation like the incident that occurred on 7th Jan 2012 where a minor girl sustained not minor (as SP mentioned) but grievous injury, people out of sentiments and spontaneity may act in such a way that can be termed as unlawful. The effect of the push by the bike rider was so intense that the little girl lost her consciousness that instant only and her condition is critical. The actions of the people can be unlawful but at the same time, the action of the accused (here, the bike rider) are also unlawful. It is due to the bike rider and his rash driving that has resulted into such a chaos. It can be true that the people might have taken law into their hands for a while but so as to make sure that the accused does not get away and is brought under the law and is punished. Taking law into one's own hands is not advisable and wrong but at the same time law and justice should prevail upon equally for all without any regards to caste, class, gender or ethnicity and so on.
With regards to SP claims of the high number of crimes committed by the Chakmas in Arunachal Pradesh, I agree that the data can be right. But at the same time, I also believe that the nature of crimes may vary. The nature of crimes may not be that serious in nature (mostly petty offences) which ironically may be linked to the deplorable and hapless situation of the Chakmas in AP (absence of means of livelihood, soil erosion etc.). And also it is likely that the Chakmas can be targeted in most of the cases due to their vulnerable situation (social, economic and political) because of which crime records may show a high number of crimes committed by the Chakmas.
Also, i would like to appeal to the SP, Changlang Police that my intention of writing the previous letter dated 9/1/12 was not to malign/criticize your police force but to bring to your notice that law and justice must prevail equally upon all. Any situation should not be like Chakma v/s Others as is being projected mostly by different media in AP. Instead we all collectively must strive towards a peaceful and harmonious environment where all people can exercise their freedoms and happiness at their fullest.

Tuitions and SSA teachers
Dear Editor,
I would like to put forward my comments on Nabam Rakap's letter "Greedy Teachers.
We teachers are not greedy; we are compelled to earn little money in adverse situation. Describing private tuitions by Government teachers especially SSA Teachers as being greedy is not appropriate.
SSA teachers are compelled to go for private tuition as an alternate way to meet the basic needs of ourselves and our family in adverse situation like we are facing at present. Failure of govt to pay our salary for several months leaves us with no option other than to earn little money from private tuition.
Blaming teachers while they give tuitions to support themselves is useless and meaningless, unless an effort is made by our state govt to release monthly salary of SSA teachers regularly.
So, it is my earnest request to our state govt. to immediately release the pending salary with arrear and thereafter regularly release the monthly salary, so that common public do not make comments on our compulsion. If govt. fails to look after our problem, I encourage teachers to continue taking tuition to meet their basic needs as we have no option left and we have our right to earn our livelihood.

Who should be held responsible for the pathetic road condition? Is it the District authority’s inefficiency or is it the contractor who is delaying in executing the work?

Even after two decades of economic liberalization, inequalities continue to rise among various states, broadly implying that poor people are getting poorer and rich are getting richer.
The Associated Chambers of Commerce and Industry of India (ASSOCHAM) in its recent analysis have only confirmed the ground realities.
The average household monthly per capita consumption expenditure at current prices was deflated by consumer price index to arrive at a realistic measure of change in real economic well being of people across regions and classes.

This broadly led to increased inequalities. On an average, a rural household in the
richest 20% category spent more than 258% of what a household of similar size falling
in the poorest 20% category spent in 2004-
The calculated gini coefficients for states indicate that income inequalities increased in Jammu and Kashmir by 7.37%, Madhya Pradesh including Chattisgarh 4.96% and Bihar including Jharkhand by 4.9%.
At the same time, gini coefficient values indicate falling inequalities in Orissa by 5.75%, Maharashtra 3.85%, Haryana 2.36% and West Bengal. Rajasthan, Karnataka, northeastern states and union territories too have seen some fall in the degree of income inequalities.
With stark imbalances, the onus lies on the governments in developing social sectors and critical infrastructure. The private sector undertakings too need to increase its share in discharging social responsibility. Inclusive growth is the need of the day.
